Public commitment · Version 1 · 2026
The Memorandum to the Citizen
Against the Memoranda that were imposed against the people, we submit a Memorandum of responsibility with the people.
Every commitment is worded so that it can be verified. Alongside each one we state how it is verified and what applies if we break it. The text is dated and versioned: every change is published as a new version, with a comparison to the previous one.
-
No obligation above the real ability to pay
- The commitment
- Taxation, contributions, debt settlements, seizures and private claims are bound by the Minimum Cost of a Dignified Living. Whatever is necessary for a dignified life is neither seized nor taxed.
- How it is verified
- A published table of the Minimum Cost, adjusted annually; every bill is accompanied by an explicit assessment of its compatibility with it.
- If we break it
- Any act of enforcement below the threshold is void and is suspended; the citizen has an immediate right of appeal with suspensory effect.
-
Personal responsibility of those who exercise public power
- The commitment
- An end to the impunity and privileges that obstruct oversight. Every critical decision carries a name, a justification and a date.
- How it is verified
- A public register of reasoned decisions; independent judicial investigation without time-bar or procedural obstacles.
- If we break it
- A decision without justification produces no effects; political responsibility is not exhausted in communications management.
-
A shield for the primary residence and family property
- The commitment
- Suspension of primary-residence auctions for vulnerable households and control of abusive practices by banks and funds.
- How it is verified
- Public statistics on auctions by debtor category; an independent borrower's advocate with the power to suspend.
- If we break it
- An auction of a vulnerable household's primary residence carried out without exhausting the protective stages is voidable.
-
Transparency in the funding and decisions of the organisation
- The commitment
- No anonymous funding. A public financial account and a published decision-making procedure.
- How it is verified
- A posted balance sheet with a list of donors above a threshold; the minutes of the bodies accessible to members.
- If we break it
- An undeclared donation is returned and made public; responsibility falls on the competent bodies.
-
Every position with a source, every figure with evidence
- The commitment
- The Dossier remains public: every political position is linked to its source files; figures that have not been verified are not presented as data.
- How it is verified
- Every chapter states a code, a theme, a level of analysis and its sources; an open list of pending verifications.
- If we break it
- A claim without evidence is publicly withdrawn with a correction and a date.
-
Internal democracy and protection of dissent
- The commitment
- Dissent is not punished. Decisions are taken by rules, not in the back rooms.
- How it is verified
- A statutory provision for minorities, an internal ethics body and regular elections.
- If we break it
- Disciplinary or exclusionary action on grounds of dissent is annulled by the ethics body.
-
Evaluation by measurable results
- The commitment
- Policy is judged by whether the citizen is safer, more fairly protected and more sovereign — not by slogans.
- How it is verified
- An annual public report of results per commitment, with indicators defined in advance.
- If we break it
- A deviation without explanation is recorded in the report as a broken commitment.
-
Democratic control of the security services
- The commitment
- The security and intelligence services serve solely the national interest, under parliamentary and judicial oversight, without party use.
- How it is verified
- An independent supervisory authority with access to files; an annual report to Parliament.
- If we break it
- An order outside legality is not carried out and is recorded in the annual supervision report.
Co-sign the Memorandum
Your signature is not a simple declaration of support. It makes you a co-founder of an organisation that commits publicly — and is held to account publicly.
