Timetable for implementing measures

A three-speed timetable (48 hours / 15–30 days / 60 days) and a public address to the nation.

Translated from the Greek original. In case of any discrepancy, the Greek text prevails.

Timetable for implementing measures

This is the most critical question for the success of the programme.

If the orders stay on paper, the system will sabotage the reform.

In administrative science and political practice, the implementation time of these measures is divided into three speeds, depending on whether a mere signature or new legislation is required.

Because the new government has an absolute majority, the implementation time is set as follows:

1. Instant execution (within 48 hours)

These measures do not need a law from Parliament. They become reality immediately by Ministerial Decisions and Presidential Decrees:

  • Dismissal of 5,000 political appointees: Their contracts expire automatically on the day the previous government resigns. Their offices are sealed within 24 hours.

  • Return of 5,000 police officers: The Minister for Citizen Protection signs a single order revoking all secondments.

  • The officers report to their new organic posts (police stations, rapid response) within 48 hours.

  • Abolition of private security: An order is issued to terminate the contracts with the private companies at the Ministries, and the guarding is immediately taken over by the officers who have returned.

2. Immediate execution (within 15 to 30 days)

These measures require decisions to be taken and administrative preparation:

  • Seizure & auction of 5,000 cars: The cars are gathered in state car parks (e.g. of the former ODDY) within 15 days. The registration and the start of open electronic auctions for their sale is completed within 30 days.

  • Blocking of funds/graft in the Regions: The Ministry of Finance issues an order to “freeze” all new direct awards and suspicious LED tenders until they are checked. The “tap” is turned off within 15 days.

3. Institutional execution (within 60 days)

These measures are structural and require the passing of laws in Parliament:

  • Abolition of Independent Authorities: A single law (bill) is required, submitted under the urgent procedure. Parliament passes it in 3 days. The full cessation of their operation, the closure of the buildings, the transfer of the archives to the Ministries and the dismissal of the staff take a total of 30 to 45 days.

  • Abolition of the 13 Regions & restoration of Prefects: This is the most complex part, as it changes the country's administrative map. The new law is passed in the first month. The transfer of the 15,200 employees to the new Prefectures, the appointment of the 54 state Prefects and the abolition of the regional councils are fully completed within 60 days.

Overall conclusion:

Within the first two weeks, the state has already stopped paying political appointees, security firms and officers' out-of-base allowances.

In the second month, the parallel state of the Regions and the Independent Authorities has been wiped off the map, and the money has already begun to accumulate in the state coffers for the Phase 1 projects.

ADDRESS TO THE GREEK PEOPLE

“The Great Upheaval: The End of the Looting and the Rebirth of our Homeland”

Greek men and women,

A few days ago, with your clear and strong vote, you gave the order to close for good the cycle of decline, of opacity and of the economic haemorrhage of our homeland. Today, the new government takes on the responsibility of putting into practice the absolute majority you gave us, immediately implementing a radical social and economic rescue programme.

The country is collapsing, but the money exists. It was locked away in the dark corridors of corruption, in the pockets of friends and in the wastefulness of a parallel state. Tonight, that money returns to its only lawful owner: the Greek people.

We did not come to make promises, but to announce specific acts with strict, non-negotiable timetables.

THE FIRST 48 HOURS: THE SHOCK OF TRANSPARENCY

From tomorrow morning, by Ministerial Decisions and Presidential Decrees, the following measures are executed instantly:

  • All 5,000 political appointees of the previous government are dismissed without compensation. The party of party advisers ends here.

  • 5,000 police officers are withdrawn from the protection details of political figures and return to where they belong: the neighbourhoods, for the safety of citizens. Every MP will now have only one officer-driver.

  • All private security companies at the Ministries are abolished. The guarding of the public buildings is taken over exclusively by the front-line officers who are freed up.

WITHIN 15 TO 30 DAYS: SECURING THE RESOURCES

  • 5,000 state vehicles used by political appointees and committees are withdrawn and gathered. Within 30 days, open electronic auctions begin for their immediate sale.

  • The Ministry of Finance “freezes” the tap of the looting in the Regions. All suspicious direct awards, tailor-made tenders and overpriced projects are halted.

WITHIN 60 DAYS: THE STRUCTURAL RESTRUCTURING OF THE STATE

We submit to Parliament, under the urgent procedure, the major institutional reforms:

  • The 13 Regions are abolished. The wasteful institution of elected regional governors and deputy regional governors is wiped off the map. We restore the institution of the appointed Prefect per prefecture, who will be a permanent, fixed-salary civil servant. The 15,200 employees of the Regions are transferred intact to the new Prefectures and the Ministries.

  • The 25+ Independent Authorities are fully abolished. Their structures are dissolved, the “golden” fees and bonuses of the party elite are cut with a knife, and their competences are transferred to the corresponding Ministries.

  • The Planning Offices are abolished. We apply the advanced US model. Permits will be issued automatically and digitally, under the full legal responsibility of the private engineer, simply by paying a graduated fee per square metre. The “bribe envelope” and the blackmail of the networks end for good.

WHERE THE MONEY GOES: THE PLAN FOR THE FIRST YEAR

From these cuts and the rooting out of corruption, we secure €835.5 million in the first half-year and €795.5 million in the second half-year. In total, €1.63 billion in one year.

With this money, the government immediately funds:

In the 1st half-year:

  1. €320 million for Health: We appoint 4,000 permanent doctors and nurses, upgrade the provincial hospitals and zero the co-payment for medicines for low-income pensioners and people with disabilities.

  2. €195 million against inflation: We zero VAT on bread, milk, meat and basic goods. We reduce the tax on transport and heating diesel.

  3. €150 million for Education: We start building free student halls of residence and extend free hot meals to all the country's all-day schools.

  4. €120 million for farmers: We establish tax-free agricultural diesel at the pump and cover producers' overdue debts so that Greek land can breathe again.

In the 2nd half-year:

  1. €330 million for infrastructure: We fix the provincial road network of the 54 new Prefectures and shield the country with flood-protection works.

  2. €210 million for workers and businesses: We reduce social-insurance contributions by 2 points to raise the net wage in your pocket, and we abolish the trade levy for good.

  3. €150 million for new producers: We give interest-free loans to people under 35 to invest in the provinces.

Greek men and women,

This is the contract of honour we signed together. We are not asking for a grace period. We will not allow any delay. Justice and transparency return to the country. Those who grew rich at your expense will answer to the Greek courts, which will decide with absolute independence.

Greece is no longer collapsing. From today, Greece is being reborn.

Thank you. A good start to all of us.
