MEMORANDUM OF GOVERNMENT ACTION & FISCAL RECONSTRUCTION
National Emergency Plan for the Rescue of the Country
INTRODUCTION
This Memorandum is the official, binding programme of fiscal consolidation and social reconstruction of the new government, with an implementation horizon of one (1) year. The aim is the immediate cutting of the sources of corruption, the abolition of the parallel, wasteful state and the automatic return of the stolen and saved resources to the real economy, health, education and the primary sector.
PART A': THE RESOURCES OF THE SAVINGS (ANNUAL BASIS)
